Products for the care of the skin, its appendages, teeth, and oral mucosa of domestic and foreign production entering the Ukrainian market are divided into 2 groups - products of the cosmetic industry (TN VED 33.04-33.07) and medicinal cosmetics (TN VED 3004).
According to DSTU 2472-94, cosmetic products include cosmetic products or a combination of them that give freshness and beauty to the face and body, and a cosmetic product is defined as a product that is used to care for the skin, hair, oral cavity and performs hygienic, preventive and aesthetic functions. A similar definition of cosmetics is given in the policy documents of the EEC and other industrialized countries. Thus, according to the Cosmetics Directive 76/768 EEC, “Cosmetics means any substance or preparation intended for contact with various parts of the human body (skin, hair, nails, lips and external genitalia) or with teeth and mucous membranes of the cavity mouth solely or primarily for the purpose of cleaning them, perfume them, change their appearance and/or improve body odor and/or protect them or keep them in good condition.”
The US Food and Drug Administration has defined cosmetics as “products for cleansing, beautifying, or enhancing attractiveness, or altering appearance without altering the structure or function of the body.”
From the above definitions it follows that the cosmetic product is intended for the care of healthy or problematic skin, its appendages, teeth, mucous membrane of the oral cavity and genital organs under conditions that exclude resorptive effects and the implementation of any systemic effects that directly or indirectly change the structure and functions of the skin, its appendages, mucous membranes or the body as a whole.

Products of the cosmetic industry of domestic and foreign production are sold in the retail trade network in the presence of a “Hygienic standard of the state sanitary and hygienic examination of domestic and imported products”, which is approved by the Chief State Sanitary Doctor of Ukraine or his authorized persons, and the passport (quality certificate) of the manufacturer . For the sale of shampoos, foam detergents, liquid soap based on synthetic surfactants, shower gels, and hair dyes in the retail trade network, additionally submit “Certificates of Applicability” from UkrSEPRO. The production of products from the perfumery and cosmetics industry in Ukraine is not licensed.
In accordance with the Law of Ukraine “On Medicines” No. 123/96-VR dated April 4, 1996. and the Resolution of the Cabinet of Ministers of Ukraine “On the approval of the Procedure for the state registration (re-registration) of the medical service and the size of the fee for the state registration (re-registration) of the medical service” dated 04/27/98. No. 569, medicinal cosmetics are classified as medicinal products and can be sold in the customs territory of Ukraine after registration by the Bureau for Registration of Medicines of the Ministry of Health of Ukraine.
Medicinal cosmetics, according to the “Regulations on registration and procedure for obtaining permission to import and import foreign and domestic products of medicinal cosmetics” developed by the Pharmacological Committee of the Ministry of Health of Ukraine, include medicines intended for the prevention and treatment of diseases of the skin and its appendages (nails, hair , eyelashes) and mucous membranes, which contain individual substances or mixtures of substances used for therapeutic or prophylactic purposes, and are produced in the form of cosmetics. This definition of medicinal cosmetics meets the requirements of the “Commodity Nomenclature for Foreign Economic Activity” and, with a certain degree of probability, is consistent with the definition of a medicinal product given by WHO: “A medicinal product is a substance or product used or intended for use for the purpose of changing or studying physiological systems or pathological conditions in the interests of what is being taken.” A similar approach to the product range under consideration is reflected in the Cosmetics Directive 76/768 EEC, according to which “... member countries must prohibit the sale of cosmetics containing substances listed in Annex II.” Annex II of the Directive
76/768 EEC contains a list of substances that are used as active ingredients in the production of medicines. Thus, Directive 76/768 EEC excludes from the range of cosmetics products that contain medicinal substances.
Medicinal cosmetics are intended for the prevention and treatment of diseases of the skin, its appendages, teeth and mucous membranes in order to change the physiological systems or pathological conditions of the skin, its appendages, mucous membranes of the oral cavity and eyes or the body as a whole (if there is a threat of generalization of the pathological process). Achieving a pharmacodynamic (or prophylactic) effect is possible only if medicinal substances are introduced into the formulation of medicinal cosmetics. Thus, medicinal cosmetics are produced in the same forms as products of the cosmetic industry (cosmetics). Unlike products of the cosmetic industry, medicinal cosmetics contain medicinal substances, are intended for the prevention and treatment of specific nosological forms of pathology, have clearly established indications, contraindications for use and course of treatment (dose, frequency, duration of administration). In this regard, the opinion that the differences between cosmetics and medicinal cosmetics are reduced to the concentrations of biologically active components (essential oils, extracts of aromatic or medicinal plant materials, vitamins, natural antioxidants, preservatives, etc.) should be considered erroneous. , which can be included in both medicinal cosmetics and cosmetic products.
Unlike medicines produced in classical dosage forms (ointment, liniment, solution, etc.), medicinal cosmetics not only have certain pharmacodynamic properties, but also provide cosmetic, and in some cases decorative (for example, acyclovir in in the form of lipstick) care for the skin, its appendages or mucous membranes. A typical example of medicinal cosmetics are nail polishes containing antifungal substances, usually ketoconazole. This form of antifungal drugs intended for the treatment of fungal infections of the nails is characterized by ease of use, ensures stable, long-term contact of the affected tissues with the drug, prevents the release of nail fragments affected by fungi into the environment, and provides a certain decorative effect. Anti-lice shampoos can be cited as an example of a successful combination of therapeutic (anti-pediculosis properties) and cosmetic (detergent properties) effects. Anti-pediculosis agents for combating head lice in the traditional dosage form (emulsion) provide only a therapeutic effect and, after a certain exposure, must be removed from the scalp and hair using detergents - shampoo or soap. Anti-pediculosis shampoos exhibit anti-pediculosis activity in combination with detergent properties. Their use does not require re-processing the hair with detergents. Therapeutic cosmetics undoubtedly include anti-cellulite products in the form of a cream or gel containing theophylline as a substance, creams and gels containing heparin, as well as a series of cosmetics “GREEN LINE CLEAR” (company “Lek Ljubljana”, Slovenia) , intended for the care of problem skin - antiseptic gel for skin cleansing, antiseptic toner, moisturizer with antiseptic effect, antiseptic corrector in a pencil, antiseptic liquid powder. Cosmetic products in this series contain the fungicidal agent IMA as a substance. The composition of cosmetics in this series also includes chamomile extract, which has antiseptic and anti-inflammatory properties, zinc oxide, allantoin, and biologically active sulfur.
Medicinal cosmetics are subject to sale in pharmacies if there is a Registration Certificate issued by the Bureau of Medicines Registration of the Ministry of Health of Ukraine. The production of medicinal cosmetics in Ukraine is carried out on the basis of a license issued by Ukrkommedbioprom.

My classification does not include anti-aging products, personal care products, hair care and body contouring products. Otherwise the post would be endless. If there is interest, then in the future I can tell you about them or about any range in more detail. I don’t claim to be 100% true, since the information from the manufacturers’ websites was presented from my point of view, this is my view of the brands presented in the pharmacy.
Now some of my personal impressions about them.
As I already said, I can safely say that in 5 years I have tried everything that is sold in the pharmacy. Of course, from what was suitable for the problem and age. And anti-aging products were tested on our beloved mother. I was looking for the perfect products to care for very sensitive problem skin. I think that The only option for people with the same problems as me is to try, try and try again. You never know what to expect with sensitive skin. So some hypoallergenic products are not suitable for me, but some Lierak products are perfect! It turned out that I found my favorites in almost every brand. So let's start from the beginning.
IN Vichy– my favorite Normaderm line, I love the cleansing gel and toner in it. This toner is probably my favorite of all for combination to oily skin. From it I observed the best effect of narrowing pores and smoothing out the skin texture. I like that it has a slightly matte finish without being powdery. I really like Normaderm scrub and Normaderm night. The scrub is good in all respects: price, quality, result. I like the texture of night Normaderm: the cream is very light and at the same time the skin becomes velvety without the feeling of a greasy film. (By the way, this cream has one feature - in the morning the face shines with an oily sheen. This is the result of its work - it forces sebum to come out and not accumulate inside overnight. In principle, there are no problems with this - I washed my face in the morning and that’s it. I also like the scrub from the company Merck, but the measure contains 50 ml, and the normaderm contains 200 ml, and the price is the same. For efficiency reasons, I prefer the latter.
Aqualia Thermal Light helps when the skin becomes dehydrated, I apply it periodically under Efaclar K or Duo. I really like its new texture, very soft and pleasant.
My favorite treatment for every day is Efaklar K and Efaklar AI, if everything is bad, I switch to Efaklar Duo (but I still apply Efaklar AI locally on top - it’s more effective, although consultants do not recommend it, but this is my personal discovery). IN La Roche-Posay I love the soothing toner and moisturizing mask. After the tonic and mask, the skin is very comfortable, it is really moisturized and soothed, there are no other words. Their Toleran line is irreplaceable for me during an exacerbation of allergies, especially Toleran Ultra. True, the texture is a bit thick for oily skin, but it soothes the skin, relieves itching, and really takes 5-10 minutes, and for that I’m ready to forgive everything. (Previously, I generally applied Atoderm ROzinc, it was for extremely dry skin, but it relieved the itching perfectly.)
IN Uriage I love Tolederm water and Isaac sunscreen. It is very light for a sunscreen, unlike the insanely thick Aven emulsion, which gave me comedones all over my face.
IN Aven- Favorite mask Cleanans. In terms of cleansing, it is not very good, but it evens out the skin texture perfectly, this is visible even after the first application.
IN Ducret And Bioderma Unfortunately, nothing suited me - I don’t like the textures at all, they don’t suit my skin, not even a single line (except for Atoderm ROzinc, which I eventually abandoned).
IN SkinCuticals For me the best moisturizing serum in the world. The only thing that confuses me is the price. You only need a small drop, about the size of a pea, to apply it all over your face, so it lasts for a long time, about 5 months. And it instantly gives you an incomparable feeling of comfort.
IN Lierak– my favorite Clarte cleansing mask. It perfectly cleanses blackheads from the 1st time (the rest of the masks have to be applied 2 times to perfectly clean the pores). It has a very pleasant texture, a pleasant smell and heats up a little during action. But this makes it even better; you feel a pleasant warmth on your face. This mask also has its own peculiarity - it cannot be left on for more than 15 minutes, otherwise the face will acquire an earthy-green tint, and then nothing can wash it off (it happened that I covered my complexion with foundation). Therefore, my advice is to read the instructions for use before use, not after.
I also really like the Hydrochrono line from this brand, but, unfortunately, I became allergic to the emulsion, although I had used it before, and the balm I used in the coldest winters clogged all the pores, and comedones appeared all over my face, even where there never were. I treated my skin for three months after a week of use.
At the mark Nux I like the Rev de Miel body scrub, and more specifically the fragrance and softness of the skin after using it.
I love the Sanaflor brand very dearly. My favorites are rose and lavender floral waters. I like that the company is natural and does not contain synthetic fragrances. Rose flower water has the delicate aroma of real roses from the garden, and not the synthetic “rose” fragrance like in Nyux. Lavender flower water soothes oily skin, makes it matte, and heals the pores themselves. The effect is noticeable after the first week of use.

My tips for people with sensitive skin
1. Try all the products that interest you yourself. Of course, you need to listen to reviews, but only you yourself will understand whether this remedy is right for you or not.
2. Pay attention to the texture of the product. Choose only those products that are created for your skin type and have direct instructions on solving the problem that bothers you. (That is, there is no point in expecting that an anti-rosacea cream for dry skin will cure acne and get rid of blackheads. And a nourishing cream for very dry skin, which stimulates the production of sebum, will relieve dehydration in oily, problem skin.)
3. Pay attention to which category a particular brand belongs to. If you are a lover of natural cosmetics, choose natural ones. If you often have allergies - hypoallergenic. (In the reviews, I read a girl’s dissatisfaction that the hydraphase mask contains only mineral oils and glycerin. Natural oils or plant extracts are very difficult to find in hypoallergenic cosmetics. Because the same orange essential oil will most likely cause a violent reaction on the skin in an allergic person. For that, all these components can be found from the company Nux, Leyrak and Sanoflor.)
Carefully study the packaging, go to the manufacturer’s websites and then there is a high probability that you will be satisfied with your choice.
