In order to improve public administration in the field of control over the circulation of narcotic drugs, psychotropic substances and their precursors and in the field of migration, in accordance with Article 80 of the Constitution of the Russian Federation, Federal Constitutional Law of December 17, 1997 N 2-FKZ "On the Government of the Russian Federation" and until the adoption of the relevant federal law
I decree:
1. Abolish the Federal Service of the Russian Federation for Drug Control and the Federal Migration Service.
2. Transfer to the Ministry of Internal Affairs of the Russian Federation:
a) the functions and powers of the abolished Federal Service of the Russian Federation for Drug Control and the Federal Migration Service;
b) the staffing level of the abolished Federal Service of the Russian Federation for Drug Control;
c) the staffing level of the abolished Federal Migration Service, reducing it by 30 percent.
3. Establish that the Ministry of Internal Affairs of the Russian Federation is:
a) the federal executive body exercising the functions of developing and implementing state policy and legal regulation in the field of internal affairs, in the field of control over the circulation of narcotic drugs, psychotropic substances and their precursors, in the field of migration, as well as law enforcement functions in the federal state control (supervision) in these areas;
b) the legal successor of the abolished Federal Service of the Russian Federation for Drug Control and the Federal Migration Service, including for obligations arising as a result of the execution of court decisions.
4. Establish that:
a) employees, federal government civil servants and employees of the authorities for control over the circulation of narcotic drugs and psychotropic substances (hereinafter referred to as the drug control authorities) and the Federal Migration Service continue to perform their duties until the completion of the measures provided for by this Decree;
b) employees of drug control authorities who have expressed a desire to join the internal affairs bodies of the Russian Federation (hereinafter referred to as the internal affairs bodies) are accepted into service in these bodies by transfer without a probationary period and re-certification. Such employees are not paid a lump sum benefit;
c) employees of drug control authorities recruited to serve in internal affairs bodies by transfer:
special ranks are assigned corresponding to the special ranks assigned by the drug control authorities, but not higher than the special rank of colonel;
terms of stay in special ranks during the period of service in drug control authorities are counted when assigning the next special ranks;
length of service in drug control agencies is counted towards length of service in internal affairs bodies for the purpose of granting a pension, payment of salary and provision of other social support measures;
the periods and deadlines for granting basic and additional leaves, calculation periods for calculating benefits and compensation calculated during service in the drug control authorities are preserved;
d) housing and social security for drug control officers recruited to serve in internal affairs bodies by transfer is carried out in accordance with the legislation of the Russian Federation.
5. Complete organizational and staffing activities related to the implementation of this Decree by June 1, 2016.
6. To the Government of the Russian Federation:
a) ensure, in the prescribed manner, the transfer to the Ministry of Internal Affairs of the Russian Federation of property, including real estate, assigned to the abolished Federal Service of the Russian Federation for Drug Control and the Federal Migration Service, which is necessary for the implementation of the functions and powers transferred to the Ministry of Internal Affairs of the Russian Federation ;
b) redistribute budgetary allocations of the federal budget in accordance with this Decree in accordance with the established procedure;
c) ensure, within the time limits established by the legislation of the Russian Federation, the implementation of liquidation procedures in connection with the abolition of the Federal Service of the Russian Federation for Drug Control and the Federal Migration Service;
d) submit proposals to clarify the maximum staffing levels of internal affairs bodies and the central apparatus of the Ministry of Internal Affairs of the Russian Federation;
e) bring their acts into compliance with this Decree;
f) submit proposals for bringing acts of the President of the Russian Federation into conformity with this Decree;
g) ensure the resolution of financial, logistical and other issues related to the implementation of this Decree.
7. To the Ministry of Internal Affairs of the Russian Federation:
a) ensure the acceptance for processing of criminal cases, materials of inspections of reports of crimes, operational records and other materials being processed by drug control authorities, as well as the continuity of the implementation of other functions and powers transferred to him, including the conduct of cases of administrative offenses abolished by the Federal Service of the Russian Federation Federation for Drug Control and Federal Migration Service;
b) ensure the preservation in the system of the Ministry of Internal Affairs of the Russian Federation of the territorial bodies of the abolished Federal Service of the Russian Federation for Drug Control;
c) submit proposals to clarify the list of senior management positions in the internal affairs bodies of the Russian Federation, in the Federal Migration Service, in the Bureau for Coordination of the Fight against Organized Crime and Other Dangerous Types of Crime in the Territories of the Member States of the Commonwealth of Independent States and the special ranks corresponding to these positions , approved by Decree of the President of the Russian Federation of March 1, 2011 N 253.
8. Introduce into the Regulations on the Ministry of Internal Affairs of the Russian Federation, approved by Decree of the President of the Russian Federation of March 1, 2011 N 248 “Issues of the Ministry of Internal Affairs of the Russian Federation” (Collected Legislation of the Russian Federation, 2011, N 10, Art. 1334; 2012, N 21, Art. 2630; N 29, Art. 4078; 2013, N 3, Art. 177; N 26, Art. 3314; N 31, Art. 4198; N 51, Art. 6846; N 52, Art. 7137; 2014, N 19, art. 2396; N 26, art. 3524; N 32, art. 4467; N 44, art. 6041, 6043, 6044; N 46, art. 6331; 2015, N 4, art. 641; N 32, Art. 4747, 4748; N 37, Art. 5129), and in the document approved by this Decree, the following changes:

a) paragraph 1 of the Regulations should be stated as follows:
"1. The Ministry of Internal Affairs of the Russian Federation (Ministry of Internal Affairs of Russia) is a federal executive body that carries out the functions of developing and implementing state policy and legal regulation in the field of internal affairs, in the field of control over the circulation of narcotic drugs, psychotropic substances and their precursors, in the field of migration (hereinafter referred to as the sphere of internal affairs), as well as law enforcement functions for federal state control (supervision) in these areas.";
b) the structure of the central apparatus of the Ministry of Internal Affairs of the Russian Federation shall be supplemented with clauses 8.1 and 8.2 with the following content:

9. from Section III “Federal services and federal agencies whose activities are managed by the Government of the Russian Federation,” the words “Federal Migration Service” should be deleted.
10. This Decree comes into force on the date of its official publication.

The Federal Drug Control Service of Russia and the Federal Migration Service of Russia are abolished, and their functions and powers are transferred to the Ministry of Internal Affairs of Russia.

In order to ensure state and public security, protect the rights and freedoms of man and citizen, guided by Article 80 of the Constitution of the Russian Federation and pending the adoption of the relevant federal law, I decree:
1. Form the Federal Service of the National Guard Troops of the Russian Federation.
2. Transform the internal troops of the Ministry of Internal Affairs of the Russian Federation into troops of the National Guard of the Russian Federation.
3. Establish that:
a) the troops of the National Guard of the Russian Federation are part of the structure of the Federal Service of the National Guard of the Russian Federation;
b) The Federal Service of the National Guard Troops of the Russian Federation is a federal executive body that carries out the functions of developing and implementing state policy and legal regulation in the field of activities of the National Guard Troops of the Russian Federation, in the field of arms trafficking, in the field of private security activities and in the field private security;

5. Transfer the federal state unitary enterprise “Security” of the Ministry of Internal Affairs of the Russian Federation to the jurisdiction of the Federal Service of the National Guard Troops of the Russian Federation.
6. Entrust the Federal Service of the National Guard Troops of the Russian Federation with solving the following main tasks:
a) participation together with the internal affairs bodies of the Russian Federation in protecting public order, ensuring public safety and the state of emergency;
b) participation in the fight against terrorism and in ensuring the legal regime of the counter-terrorism operation;
c) participation in the fight against extremism;
d) participation in the territorial defense of the Russian Federation;
e) protection of important government facilities and special cargo in accordance with the list approved by the Government of the Russian Federation;
f) providing assistance to the border authorities of the federal security service in protecting the state border of the Russian Federation;
g) implementation of federal state control (supervision) over compliance with the legislation of the Russian Federation in the field of arms trafficking and in the field of private security activities, as well as the implementation of private security.
7. Allow the Federal Service of the National Guard Troops of the Russian Federation to have six deputy directors, including: First Deputy Director of the Federal Service of the National Guard Troops of the Russian Federation - Commander-in-Chief of the National Guard Troops of the Russian Federation; Chief of the Main Staff of the National Guard Troops of the Russian Federation - First Deputy Director of the Federal Service of the National Guard Troops of the Russian Federation - Commander-in-Chief of the National Guard Troops of the Russian Federation; Secretary of State - Deputy Director of the Federal Service of the National Guard Troops of the Russian Federation - Commander-in-Chief of the National Guard Troops of the Russian Federation.
8. 9. Establish that:

b) before the entry into force of the relevant federal law, persons with special ranks transferred to the Federal Service of the National Guard of the Russian Federation are subject to the provisions of federal laws of July 19, 2011 No. 247-FZ “On social guarantees for employees of internal affairs bodies of the Russian Federation and amendments to certain legislative acts of the Russian Federation" and dated November 30, 2011 No. 342-FZ "On service in the internal affairs bodies of the Russian Federation and amendments to certain legislative acts of the Russian Federation";
c) special detachments, special mobile detachments, the Special Purpose Center and aviation units, named in subparagraphs “b” - “d” of paragraph 4 of this Decree, are operationally subordinate to the Minister of Internal Affairs of the Russian Federation and the relevant heads of territorial bodies of the Ministry of Internal Affairs of the Russian Federation Federation. The procedure for operational subordination is established by the Minister of Internal Affairs of the Russian Federation in agreement with the Director of the Federal Service of the National Guard Troops of the Russian Federation - the Commander-in-Chief of the National Guard Troops of the Russian Federation. Until the specified procedure is established, aviation equipment of aviation units is used to transport employees and property of the internal affairs bodies of the Russian Federation by decision of the Minister of Internal Affairs of the Russian Federation.
10. Transfer to the Federal Service of the National Guard Troops of the Russian Federation the number of military personnel and civilian personnel of the internal troops of the Ministry of Internal Affairs of the Russian Federation, as well as command and control bodies, units, special detachments, special purpose mobile units, the Special Purpose Center and aviation units named in paragraph 4 of this Decree.
11. The Federal Service of the National Guard Troops of the Russian Federation is the legal successor of the Ministry of Internal Affairs of the Russian Federation in relation to the control bodies, associations, formations, military units, military educational organizations of higher education and other organizations of internal troops of the Ministry of Internal Affairs of the Russian Federation transferred to it, as well as in relation to management bodies, divisions, special detachments, special mobile detachments, the Special Purpose Center and aviation units named in paragraph 4 of this Decree, including for obligations arising as a result of the execution of court decisions.
12. Occupied by governing bodies, associations, formations, military units, military educational organizations of higher education and other organizations of internal troops of the Ministry of Internal Affairs of the Russian Federation, as well as governing bodies, divisions, special detachments, special purpose mobile detachments, the Special Purpose Center and aviation units , named in paragraph 4 of this Decree, buildings and structures, other real and movable property from the date of entry into force of this Decree are assigned with the right of operational management to the Federal Service of the National Guard Troops of the Russian Federation.
13. Persons undergoing military service in the National Guard Troops of the Russian Federation and service in the Federal Service of the National Guard Troops of the Russian Federation, as well as civilian personnel of the National Guard Troops of the Russian Federation continue to perform military service (serve, work) in replaced (occupied) positions without recertification and reassignment prior to the implementation of relevant organizational and staffing measures. Contracts for military service (service) are valid for the periods for which they were concluded.
14. Establish that:
a) before the entry into force of the relevant federal law, the activities of the troops of the National Guard of the Russian Federation, the Federal Service of the National Guard of the Russian Federation, as well as persons undergoing military service in the troops of the National Guard of the Russian Federation and service in the Federal Service of the National Guard of the Russian Federation, are carried out in in accordance with the provisions of federal laws defining the tasks of the internal troops of the Ministry of Internal Affairs of the Russian Federation and the powers of the police, the rights of military personnel of the internal troops of the Ministry of Internal Affairs of the Russian Federation and police officers, as well as the procedure for exercising federal state control (supervision) over compliance with the legislation of the Russian Federation in the field of turnover weapons and in the field of private security activities and the procedure for implementing private security;
b) until the entry into force of the regulatory legal acts of the Russian Federation regulating the activities of the National Guard Troops of the Russian Federation and the Federal Service of the National Guard Troops of the Russian Federation, the regulatory legal acts of the President of the Russian Federation, the Government of the Russian Federation, federal executive bodies and other federal government bodies are in force, regulating the activities of the internal troops of the Ministry of Internal Affairs of the Russian Federation and the police, as well as determining the procedure for implementing federal state control (supervision) over compliance with the legislation of the Russian Federation in the field of arms trafficking and in the field of private security activities and the procedure for implementing private security;
c) persons with special ranks serving in special detachments, mobile special purpose detachments, the Special Purpose Center and aviation units named in subparagraphs “b” - “d” of paragraph 4 of this Decree are accepted for military service in the troops in 2018 National Guard of the Russian Federation in the prescribed manner with the assignment of appropriate military ranks.
15. Persons with special ranks serving in the internal affairs bodies of the Russian Federation are transferred to the Federal Service of the National Guard Troops of the Russian Federation with their consent.
16. Retain for persons transferred to the Federal Service of the National Guard Troops of the Russian Federation from the internal affairs bodies of the Russian Federation, who were registered as those in need of housing, the right to be included in the waiting list at the new place of service from the date of registration at the previous place services for obtaining residential premises or providing a one-time subsidy for its purchase.
17. Retain for persons transferred to the Federal Service of the National Guard Troops of the Russian Federation from the internal affairs bodies of the Russian Federation, until they are provided with residential premises under a social tenancy agreement or ownership, the right to the residential premises of a specialized housing stock occupied by them, which arose before the date of entry into force of this Decree.
18. Provide medical care and sanatorium-resort treatment to persons undergoing military service in the National Guard of the Russian Federation and service in the Federal Service of the National Guard of the Russian Federation, as well as members of their families in medical organizations of the Ministry of Internal Affairs of the Russian Federation (in the absence at the place of military service (service) of medical organizations of the National Guard Troops of the Russian Federation) at the expense of budgetary allocations provided for in the federal budget of the Federal Service of the National Guard Troops of the Russian Federation for these purposes.
19. Allow the troops of the National Guard of the Russian Federation, the Federal Service of the National Guard of the Russian Federation, as well as persons undergoing military service in the troops of the National Guard of the Russian Federation and service in the Federal Service of the National Guard of the Russian Federation, to use service IDs, forms, seals and stamps Ministry of Internal Affairs of the Russian Federation until January 1, 2017
20. Allow persons undergoing military service in the troops of the National Guard of the Russian Federation and service in the Federal Service of the National Guard of the Russian Federation to wear uniforms of military personnel of the internal troops of the Ministry of Internal Affairs of the Russian Federation and employees of the internal affairs bodies of the Russian Federation until the Government of the Russian Federation approves the relevant samples uniforms and establishing deadlines for providing appropriate clothing (uniforms).

22. To the Government of the Russian Federation:
a) redistribute budgetary allocations of the federal budget in accordance with this Decree in accordance with the established procedure;
b) make proposals on the size of the Federal Service of the National Guard troops of the Russian Federation, including the troops of the National Guard of the Russian Federation;
c) submit, in accordance with the established procedure, a draft regulation on the Federal Service of the National Guard Troops of the Russian Federation;
d) bring their acts into compliance with this Decree;
e) submit proposals for bringing acts of the President of the Russian Federation into conformity with this Decree;
f) preserve for persons undergoing military service in the troops of the National Guard of the Russian Federation and service in the Federal Service of the National Guard of the Russian Federation, as well as for members of their families, medical care and sanatorium treatment in medical organizations of the system of the Ministry of Internal Affairs of the Russian Federation, in whom such provision and treatment were previously provided;
g) ensure the resolution of financial, logistical and other issues related to the implementation of this Decree.
23. This Decree comes into force from the date of its signing.

In order to ensure state and public security, protect the rights and freedoms of man and citizen, guided by Article 80 of the Constitution of the Russian Federation and pending the adoption of the relevant federal law, I decree:
1. Form the Federal Service of the National Guard Troops of the Russian Federation.
2. Transform the internal troops of the Ministry of Internal Affairs of the Russian Federation into troops of the National Guard of the Russian Federation.
4. Include in the structure of the Federal Service the troops of the National Guard of the Russian Federation:
A) governing bodies and divisions of the Ministry of Internal Affairs of the Russian Federation, exercising federal state control (supervision) over compliance with the legislation of the Russian Federation in the field of arms trafficking and in the field of private security activities, as well as private security, including the Special Purpose Center for Private Security of the Ministry of Internal Affairs affairs of the Russian Federation;
b) special rapid response units of territorial bodies of the Ministry of Internal Affairs of the Russian Federation;
c) special purpose mobile units of territorial bodies of the Ministry of Internal Affairs of the Russian Federation;
d) Special Purpose Center for Rapid Reaction Forces and Aviation of the Ministry of Internal Affairs of the Russian Federation and aviation units of the Ministry of Internal Affairs of the Russian Federation.
5. Transfer the federal state unitary enterprise "Security" of the Ministry of Internal Affairs of the Russian Federation to the jurisdiction of the Federal Service of the National Guard Troops of the Russian Federation.

8. The Director of the Federal Service of the National Guard Troops of the Russian Federation - the Commander-in-Chief of the National Guard Troops of the Russian Federation, his first deputies and deputies are equal in status, wages, conditions of social and medical security, respectively, to the federal minister, his first deputy and deputies.
9. Establish that:
a) persons with special police ranks, who served in management bodies and units, special detachments, special purpose mobile units, the Special Purpose Center and aviation units named in paragraph 4 of this Decree, transferred to the Federal Service of the National Guard Troops of the Russian Federation, remain previously awarded special ranks;
b) before the entry into force of the relevant federal law, persons with special ranks transferred to the Federal Service of the National Guard of the Russian Federation are subject to the provisions of federal laws of July 19, 2011 N 247-FZ “On social guarantees for employees of internal affairs bodies of the Russian Federation and amendments to certain legislative acts of the Russian Federation" and dated November 30, 2011 N 342-FZ "On service in the internal affairs bodies of the Russian Federation and amendments to certain legislative acts of the Russian Federation";
c) special detachments, special mobile detachments, the Special Purpose Center and aviation units named in subparagraphs “b” - “d” of paragraph 4 of this Decree are operationally subordinate to the Minister of Internal Affairs of the Russian Federation and the relevant heads of territorial bodies of the Ministry of Internal Affairs of the Russian Federation Federation. The procedure for operational subordination is established by the Minister of Internal Affairs of the Russian Federation in agreement with the Director of the Federal Service of the National Guard Troops of the Russian Federation - the Commander-in-Chief of the National Guard Troops of the Russian Federation. Until the specified procedure is established, aviation equipment of aviation units is used to transport employees and property of the internal affairs bodies of the Russian Federation by decision of the Minister of Internal Affairs of the Russian Federation.
10. Transfer to the Federal Service of the National Guard Troops of the Russian Federation the number of military personnel and civilian personnel of the internal troops of the Ministry of Internal Affairs of the Russian Federation, as well as command and control bodies, units, special detachments, special purpose mobile units, the Special Purpose Center and aviation units named in paragraph 4 of this Decree.
11. The Federal Service of the National Guard Troops of the Russian Federation is the legal successor of the Ministry of Internal Affairs of the Russian Federation in relation to the control bodies, associations, formations, military units, military educational organizations of higher education and other organizations of internal troops of the Ministry of Internal Affairs of the Russian Federation transferred to it, as well as in relation to management bodies, divisions, special detachments, special mobile detachments, the Special Purpose Center and aviation units named in paragraph 4 of this Decree, including for obligations arising as a result of the execution of court decisions.
12. Occupied by governing bodies, associations, formations, military units, military educational organizations of higher education and other organizations of internal troops of the Ministry of Internal Affairs of the Russian Federation, as well as governing bodies, divisions, special detachments, special purpose mobile detachments, the Special Purpose Center and aviation units , named in paragraph 4 of this Decree, buildings and structures, other real and movable property from the date of entry into force of this Decree are assigned with the right of operational management to the Federal Service of the National Guard Troops of the Russian Federation.
13. Persons undergoing military service in the National Guard Troops of the Russian Federation and service in the Federal Service of the National Guard Troops of the Russian Federation, as well as civilian personnel of the National Guard Troops of the Russian Federation continue to perform military service (serve, work) in replaced (occupied) positions without recertification and reassignment prior to the implementation of relevant organizational and staffing measures. Contracts for military service (service) are valid for the periods for which they were concluded.
14. Establish that:
a) before the entry into force of the relevant federal law, the activities of the troops of the National Guard of the Russian Federation, the Federal Service of the National Guard of the Russian Federation, as well as persons undergoing military service in the troops of the National Guard of the Russian Federation and service in the Federal Service of the National Guard of the Russian Federation, are carried out in in accordance with the provisions of federal laws defining the tasks of the internal troops of the Ministry of Internal Affairs of the Russian Federation and the powers of the police, the rights of military personnel of the internal troops of the Ministry of Internal Affairs of the Russian Federation and police officers, as well as the procedure for exercising federal state control (supervision) over compliance with the legislation of the Russian Federation in the field of turnover weapons and in the field of private security activities and the procedure for implementing private security;
B) until the entry into force of the regulatory legal acts of the Russian Federation regulating the activities of the National Guard Troops of the Russian Federation and the Federal Service of the National Guard Troops of the Russian Federation, the regulatory legal acts of the President of the Russian Federation, the Government of the Russian Federation, federal executive authorities and other federal government bodies are in force, regulating the activities of the internal troops of the Ministry of Internal Affairs of the Russian Federation and the police, as well as determining the procedure for implementing federal state control (supervision) over compliance with the legislation of the Russian Federation in the field of arms trafficking and in the field of private security activities and the procedure for implementing private security;

In order to improve public administration in the field of control over the circulation of narcotic drugs, psychotropic substances and their precursors and in the field of migration, in accordance with Article 80 of the Constitution of the Russian Federation, Federal Constitutional Law of December 17, 1997 No. 2-FKZ "On the Government of the Russian Federation "and pending the adoption of the relevant federal law, I decree:
1. Abolish the Federal Service of the Russian Federation for Drug Control and the Federal Migration Service.
2. Transfer to the Ministry of Internal Affairs of the Russian Federation:
a) the functions and powers of the abolished Federal Service of the Russian Federation for Drug Control and the Federal Migration Service;
b) the staffing level of the abolished Federal Service of the Russian Federation for Drug Control;
c) the staffing level of the abolished Federal Migration Service, reducing it by 30 percent.
3. Establish that the Ministry of Internal Affairs of the Russian Federation is:
a) the federal executive body exercising the functions of developing and implementing state policy and legal regulation in the field of internal affairs, in the field of control over the circulation of narcotic drugs, psychotropic substances and their precursors, in the field of migration, as well as law enforcement functions in the federal state control (supervision) in these areas;
b) the legal successor of the abolished Federal Service of the Russian Federation for Drug Control and the Federal Migration Service, including for obligations arising as a result of the execution of court decisions.
4. Establish that:
a) employees, federal government civil servants and employees of the authorities for control over the circulation of narcotic drugs and psychotropic substances (hereinafter referred to as the drug control authorities) and the Federal Migration Service continue to perform their duties until the completion of the measures provided for by this Decree;
B) employees of drug control authorities who have expressed a desire to join the internal affairs bodies of the Russian Federation (hereinafter referred to as the internal affairs bodies) are accepted into service in these bodies by transfer without a probationary period and re-certification. Such employees are not paid a lump sum benefit;
c) employees of drug control authorities recruited to serve in internal affairs bodies by transfer:
special ranks are assigned corresponding to the special ranks assigned by the drug control authorities, but not higher than the special rank of colonel;
terms of stay in special ranks during the period of service in drug control authorities are counted when assigning the next special ranks;
length of service in drug control agencies is counted towards length of service in internal affairs bodies for the purpose of granting a pension, payment of salary and provision of other social support measures;
the periods and deadlines for granting basic and additional leaves, calculation periods for calculating benefits and compensation calculated during service in the drug control authorities are preserved;
d) housing and social security for drug control officers recruited to serve in internal affairs bodies by transfer is carried out in accordance with the legislation of the Russian Federation.
5. Complete organizational and staffing activities related to the implementation of this Decree by June 1, 2016.
6. To the Government of the Russian Federation:
a) ensure, in the prescribed manner, the transfer to the Ministry of Internal Affairs of the Russian Federation of property, including real estate, assigned to the abolished Federal Service of the Russian Federation for Drug Control and the Federal Migration Service, which is necessary for the implementation of the functions and powers transferred to the Ministry of Internal Affairs of the Russian Federation ;
b) redistribute budgetary allocations of the federal budget in accordance with this Decree in accordance with the established procedure;
c) ensure, within the time limits established by the legislation of the Russian Federation, the implementation of liquidation procedures in connection with the abolition of the Federal Service of the Russian Federation for Drug Control and the Federal Migration Service;
d) submit proposals to clarify the maximum staffing levels of internal affairs bodies and the central apparatus of the Ministry of Internal Affairs of the Russian Federation;
e) bring their acts into compliance with this Decree;
f) submit proposals for bringing acts of the President of the Russian Federation into conformity with this Decree;
g) ensure the resolution of financial, logistical and other issues related to the implementation of this Decree.
7. To the Ministry of Internal Affairs of the Russian Federation:
a) ensure the acceptance for processing of criminal cases, materials of inspections of reports of crimes, operational records and other materials being processed by drug control authorities, as well as the continuity of the implementation of other functions and powers transferred to him, including the conduct of cases of administrative offenses abolished by the Federal Service of the Russian Federation Federation for Drug Control and Federal Migration Service;
b) ensure the preservation in the system of the Ministry of Internal Affairs of the Russian Federation of the territorial bodies of the abolished Federal Service of the Russian Federation for Drug Control;
c) submit proposals to clarify the list of senior management positions in the internal affairs bodies of the Russian Federation, in the Federal Migration Service, in the Bureau for Coordination of the Fight against Organized Crime and Other Dangerous Types of Crime in the Territories of the Member States of the Commonwealth of Independent States and the special ranks corresponding to these positions , approved by Decree of the President of the Russian Federation of March 1, 2011 N 253.
