Will nurses' salaries be increased this year? Increase in salaries for medical workers
The healthcare sector is one of the most important for the State. Therefore, in recent years, much attention has been paid to increasing salaries for medical workers, as well as spending on modernizing medical institutions.
Funds are allocated for the purchase of modern high-tech equipment, and old equipment in medical institutions is replaced with new ones. This includes both the renovation of premises and the provision of hospitals with beds, chairs and auxiliary medical devices.
In 2018, doctors will receive a salary increase. According to the May decrees of the President, there will be many innovations regarding the salaries of health workers throughout the country. The article will also pay attention to medical workers in Moscow, for whom new programs and good salary increases are provided. How much will doctors and nurses earn in 2018?
- 1. Increase in salaries for medical workers in 2018: latest news2. Sources of funds to increase salaries for health workers in 20183. Increase in salaries for Moscow doctors in 2018
The country's government has planned several decent increases for 2018. For example, for nurses, the salary will rise by 100% in accordance with the average salary of a health worker of this category in a particular region. If we talk about doctors as medical workers of the highest category, then they are provided with an increase of 200% of the average salary in the region in the healthcare sector. Therefore, in order to understand how much the salary for doctors and nurses will increase in 2018, you need to take your salary at the end of 2017 and increase it by the appropriate percentage.
However, it should be taken into account that in 2018, it is possible that the salary increase, depending on the region, may be gradual. If we look at the history of the government’s work, then back in 2012 the President of the Russian Federation became concerned with many important issues, including healthcare, by signing decrees. According to them, positive changes should have occurred in healthcare by 2018:
There should be a reduction in mortality among newborn infants who are born alive.
There must be an almost twofold increase in the production of strategically important medicines that most people need.
Mortality from heart attacks and strokes should decrease.
The mortality rate from malignant neoplasms, that is, from cancer, should decrease. And for this it was necessary to modernize medical institutions, providing them with the latest equipment.
The incidence rate and, accordingly, mortality from tuberculosis should decrease.
The mortality rate from road accidents should decrease significantly.
All this requires a lot of expense, and in the State, health care costs come first. That is why in 2018 doctors and nurses will receive such a significant salary increase. By the way, pay attention to how salaries for medical workers have increased since 2012 (in percentage terms). If you look at the numbers, the Government of the Russian Federation accurately implements the May decrees of the President:

Of course, no matter what, medical workers are worried about how much their salaries will increase in 2018 and whether there will be an increase in general. Given previous steady increases, physician salaries should rise in 2018. Moreover, there are no obstacles to this.
Based on the data in the table, doctors' salaries have been growing the most in recent years. If from 2012 to 2016 the increase was below 100%, then in 2017 and 2018 the increase will be 100 and 200% depending on the professional background. Also, salaries in different regions will increase by different amounts, since the average salary for doctors and nurses in Russia in different cities is not the same.
To outline some minimums, let's turn to discussions and statements in the Government that were made at the beginning of 2017. Thus, the Minister of Health Veronika Igorevna Skvortsova, based on the May decrees of President Vladimir Vladimirovich Putin, explained what the minimum wages for doctors will be by the beginning of 2018 throughout Russia:
Junior medical staff
From 30,000 rubles
Nursing staff
From 33,000 rubles
Doctors
From 66,000 rubles
This means that wages below this salary level should not be paid. The Minister of Health also clarified that the year 2016 with the average salary in the country was taken as a basis. It is 36,700 rubles. Accordingly, even junior medical personnel should receive the average minimum.
If we take the salaries of doctors and nurses for previous years, then by the end of 2016 and mid-2017, the salaries of medical workers increased by 180%. This is on average almost twice as much as any other person's salary. Accordingly, as instructed in the May decrees of the President, health workers should receive twice as much as everyone else, since this is the most complex field of activity that is responsible for the lives of other people.
Therefore, in 2018, taking into account all the statements and decrees, the increase in the salary of health workers will occur as planned. Middle and junior medical staff will receive 100% of the previous wages for 2017, doctors, respectively, 200%. This will allow the State to raise the level of medical care, raising the standard of living of doctors to a decent level.
Previously, the Government had already raised questions that the younger generation who goes to study at medical institutes should be motivated to become doctors. Therefore, decent wages, more than ever, can create favorable and attractive working conditions for future health workers, and thereby improve the quality of medical care throughout the country.
If previously, in order for a nurse or doctor to get good money, it was necessary to work overtime, in several shifts, at several rates, then there are a lot of amendments in this regard. After all, a tired doctor cannot treat well, and this has a bad effect on healthcare as a whole. Therefore, according to the May decrees, doctors should not work in excess of standards and should receive good money. This is one of the fundamental tasks in the State, which has been worked diligently in recent years.
In the table you can see the projected salaries of doctors in large regions for 2018:

In recent years, the Government has been intensively developing various programs and legislative norms regarding the replenishment of funds in the Budget for healthcare.
If everything goes well in this area, then the population of the country will be healthy, and therefore happy. Therefore, the replenishment of funds for healthcare will primarily come from the improved taxation system through compulsory medical insurance (Compulsory Medical Insurance).
Thus, throughout the country as a whole, the increase in compulsory medical insurance contributions will increase by 21%, which will significantly increase the provision of healthcare. There will be money to buy new equipment and increase salaries for health workers. This increase in contributions to compulsory medical insurance is in accordance with the May decrees of the President, replenishing the budget with the necessary amount of money.
This is what will largely allow in 2018 to raise wages for health workers by 200% for doctors and 100% for nurses (junior and paramedical personnel). In general, about 450 billion rubles have already been reserved for increasing salaries for medical workers, which guarantees the payment of increased salaries to doctors for the entire period of 2018.
Although checks were previously carried out and violations were identified regarding the increase in salaries for doctors in remote regions, the State nevertheless monitors and, identifying violations, exerts appropriate influence, demanding compliance and increasing salaries for doctors even where it would seem that nothing is being checked.
New salary increase programs have been developed for medical workers in Moscow in 2018.
Moscow Mayor Sergei Semyonovich Sobyanin, speaking at the annual report to deputies of the State Duma, expressed his opinion on the salaries of Moscow doctors. In his opinion, in 2018 it should be no lower than 120,000 rubles.
Also, based on data on the work of health workers, he noted that the Department of Health should make a number of improvements and reduce the workload and overwork that almost all health workers experience, which is why the overall level of provision of medical services is falling.
As for additional programs, Moscow doctors can receive the status of “Moscow Doctor,” thereby receiving a salary increase equal to 15,000 rubles for 5 years.
To receive a salary increase, each doctor can voluntarily undergo special testing, thereby confirming a decent level of qualifications.
After passing this test, the doctor will be given a salary increase of 15. What needs to be done for this? The procedure is, in principle, simple and understandable to every doctor. You just need to get tested by contacting one of the institutions:
- Methodological center for accreditation of specialists of the First Moscow State Medical University named after M. Sechenov.
- Moscow State Medical Dental University named after Evdokimov.
- Russian Medical Academy of Continuing Professional Education of the Ministry of Health of the Russian Federation.
- Scientific Research University named after N.I. Pirogov.
To date, more than 500 doctors have undergone such testing. The total number of applications is several thousand. How is testing done? It consists of several very simple steps:
The first stage is to correctly solve 80% of the presented tasks. If the doctor does not pass the first stage, then there is nothing to worry about. The next opportunity will appear in 6 months. During this time it will be possible to prepare well.
The second stage involves a practical part. Doctors are provided with simulation equipment to demonstrate their skills in working with patients and equipment.
The third stage involves a conversation with professional teachers of medical higher educational institutions, as well as with professional medical practitioners.
You will also need to submit a personal portfolio with medical achievements to the Health Department commission.
In conclusion, it should be noted that the salaries of doctors in 2018 in Russia as a whole may differ from those predicted in the above tables. However, there will be an increase in salaries one way or another, and each physician can find out more detailed information in the institution where he works.
Despite the fact that the medical industry in Russia is declared a strategic priority for the focus of internal reforms, the state of material support for both the medical institutions themselves and medical workers leaves much to be desired. The government says that this “period of turbulence” is short-lived. Starting from 2018, the activities of a doctor, nurse and paramedic will be able to return to the ranks of the most prestigious Russian professions. Are there economic prerequisites for the implementation of the stated plans? What salary can Russian doctors expect in 2018?
How much do doctors earn in the Russian Federation?
In order to have an idea of how a medical worker’s remuneration is formed, let’s look at the main components of his salary. What does the monthly income of a doctor, nurse, paramedic consist of?
first of all, this is the official salary;
secondly, this is an additional payment for intensity, increased loads, and, in general, the specifics of the work;
thirdly, these are bonuses for qualifications and length of service;
The regional coefficient and other payments are also included in the salary.
Despite such segmentation, it is precisely bonuses and allowances that make up the majority of the salary, while if the salary subject to indexation is set centrally by industry officials, then the amount of additional payments for intensity and other bonuses are determined in the medical institution itself, and can be accrued as , and were cancelled.
This arrangement caused a slight decline in the income of doctors in 2015-2016 - the salary increase simultaneously suspended the ability to pay a number of other bonuses, which caused obvious discontent among workers. Such a drop in the income of doctors was recorded in the Arkhangelsk region, Dagestan, Ingushetia, the Jewish Autonomy and other regions.
What salary do doctors and nurses receive, according to statistics? 30 thousand rubles and 20 thousand rubles, respectively, are the monthly income of doctors in most Russian regions.
The salary of Kalmyk doctors is minimal - their monthly salary is only 27,300 rubles per month. Doctors in North Ossetia do not receive much more - 28 thousand rubles per month. The situation is similar in Ulyanovsk - doctors with higher education have an income of 30 thousand rubles.
The highest salaries among Russian doctors are received by doctors in Moscow, St. Petersburg, Khanty-Mansiysk Okrug, Chukotka and Sakhalin. Their bonuses allow them to receive a salary, in some cases, exceeding 100-115 thousand rubles.
Such income inequality in the context of a regional link is widespread and affects all categories of doctors. So, for example, Moscow therapists receive more than 60 thousand rubles a month, and their colleagues in the region receive 15 thousand less. General practitioners in Kamchatka can expect a salary of no more than 40 thousand rubles.
On top of that, we note that the real salary figures for public sector doctors may be much lower - in its information, Rosstat takes into account the salary figures for doctors, both public and private medical institutions, where the income of doctors and nurses is traditionally higher.
Will the salaries of Ministry of Health employees be increased in 2018: latest news
Already in October 2017, doctors’ salaries will be indexed by 5.5%, in line with the inflation rate. As for 2018, expert opinions are divided: some believe that increasing the minimum medical salary to 50 thousand rubles in the country is quite realistic, given that elections are coming next year. Other financial analysts agree that a partial increase in salaries will be realized through cuts in the industry - there is simply no money in the state budget to increase the salaries of the existing number of doctors in Russia. It is predicted that doctors will “pay for” their increased incomes since the beginning of 2018 by increasing their workload – up to 1.5 times the rate.
However, both sides present their forecasts with the utmost caution.
Government plans to increase salaries of Russian doctors
But Russian government officials are more bold in their assessment of the prospects for increasing salaries for medical industry workers. Deputy Prime Minister of the Russian Federation Olga Golodets said that the increase in medical salaries to 200% announced earlier by President Putin in 2018 is quite realistic, and money has already been provided for these needs in the state budget. And, in general, the salary levels of doctors will be equalized in all regions of the Russian Federation.
Analysts have already managed to find a “loophole” in this statement: it is possible that a 200% increase in income will be made relative to salaries at the 2012 level - we recall that it was then, according to the “May decrees” of the President of the Russian Federation, that a program was launched to increase the salaries of public sector workers, and the end date of the program should be 2018.
2018 is the last year in the long-term plan to improve the living standards of teachers and doctors, which was provided for by the so-called May 2012 decrees. In the new year, the income of medical workers should double the average salary in the region in which the doctor lives. For this purpose, in particular, a decisive increase in the salaries of doctors is planned in January. Salaries of doctors from January 1, 2018 - what the latest news from the government says about what percentage the income of medical workers will increase after indexation.
How are the May 2012 decrees implemented and can they be implemented?
Those who have at least half an eye been watching all these years what is happening around the so-called May decrees know that to achieve them, a variety of government tricks were used. Of course, in 2018 there can be no talk of real implementation and of the average doctor’s salary reaching twice the average salary in the region in which he lives.
One of the most striking examples that directly affects medicine. For paramedical personnel, that is, orderlies and nurses, as well as junior nurses, according to the May decrees, the goal was set to bring their incomes to the level of the average salary in the region. The goal is certainly correct. However, in some regions a simple step was invented - the nursing staff was reduced, but the workers were not fired, but transferred to technical staff positions. At the same time, their salaries turned out to be even lower than before.
For example, in the Sverdlovsk region, most hospitals did exactly this, and a nurse who received 17 thousand rubles a month began to receive 12 thousand, and her annual leave was reduced by more than half - from 60 working days to 29 calendar days. This situation is proven not only by the stories of the workers themselves, but also by documents - the duties of a nurse were included in the job descriptions of the cleaners.
In principle, even officials do not deny this situation. The Minister of Health of the same Sverdlovsk region directly said that by 2018 junior medical staff will be reduced fourfold. In large and seemingly wealthy St. Petersburg, there is a similar story - the authorities directly announced that they had laid off half of the junior medical workers, transferring some of them to the category of technical workers, for the same purpose - saving wages and distributing money in favor of the remaining medical workers to perform May decrees.
Thus, it was formally promised that medical workers would live better, but in fact many began to live even worse.
Although officials will most likely be able to bring the necessary indicators to the required level, and on the eve of the presidential elections, President Putin will report that his decrees of 2012 have been implemented, which means he has coped with his responsibilities perfectly and has the right to lead the country again.
The given example of how medical personnel were treated is just one of many examples of fraud with statistics. Journalists also wrote about more global work with numbers, when average salaries in the regions were artificially restrained, and the average salaries of doctors were artificially increased. Including, for example, by including in the calculation of the income of doctors of private clinics, who most often receive far more than their colleagues from public medical institutions.
What will happen to doctors’ salaries from January 1, 2018
Judging by the latest news coming from the government, the percentage of salary indexation for doctors in 2018 will indeed be quite good. Finance Minister Anton Siluanov called the indexation percentage for public sector employees included in the May decrees at 23%.
This is significantly higher than the indexation percentage of 4%, which most other public sector employees expected in 2018 - from the police and army to the officials themselves.
Back in the fall of 2017, Health Minister Veronika Skvortsova reported on how much medical workers in Russia receive. According to its data, in the first half of 2017, medical workers in Russia received on average per month:
- 52.9 thousand rubles - doctors,
- 29.4 thousand rubles - nursing staff,
- 19.3 thousand rubles - junior medical staff.
Such data were announced at the congress “Russian healthcare today: problems and solutions.”
According to the portal Trud.Com, the income of doctors in Russia is much more modest than in the minister’s report. According to portal analysts, the average doctor’s salary in 2017 was 30-35 thousand rubles per month.
Many things in the state are interconnected, and everyone is well aware of how close the relationship is between the level of wages of workers in medical institutions and the quality of the services they provide. Today information about What will be the salary increase for doctors in 2018?, is considered especially relevant among the population, because any Russian is worried about his health and wants to receive truly high-quality medical services, and without high payment from the state, this goal will not be achieved.
Olga Golodets, when discussing the effect of the “May” presidential decrees, made a sensational statement, saying that from 2018, the income of doctors will increase by 200% compared to the level of 2012. According to her, the money for this event is included in the state budget, and the decision has already been confirmed by members of the government, therefore, no one plans to change it. Doctors must receive decent wages, because otherwise they will simply not be able to perform their duties efficiently and effectively, and everyone without exception can suffer from this.
The salaries of people who are employed in the medical field today differ depending on the territorial location of the medical institution in which they are employed. The highest incomes today are among those doctors who work in St. Petersburg and Moscow, but soon the difference between them will decrease, because the increase in salaries in the healthcare system in 2018 in the Russian Federation will occur unevenly, so that all representatives of this profession receive approximately the same money.
Detailed calculations
Today, the wages of medical workers consist of salary, additional payments (compensations) and allowances. The Ministry of Health increased the salaries of medical workers (in accordance with the presidential decree), but practice shows that it is precisely due to this that the overall level of wages decreases, because additional payments and compensations become much smaller. Compensations are accrued by the head of the organization on a voluntary basis, therefore, they can be lost for almost any reason.
Think about it what will happen to doctors' salaries today it is also due to the fact that the new methodology for assessing working conditions has shown itself in practice from an extremely negative side, because today compensation payments are paid specifically on the basis of an assessment of the workplace, and does not depend in any way on the position held by a person. Previously, the position was extremely important and additional payments were calculated on its basis, which is why their amount was larger.
Consequences of rising wages
The price of a rapid increase in wages may be too high, because there is a crisis in the country and there is a catastrophic lack of money to restore the financial well-being of public sector employees. According to expert forecasts, salaries of medical workers should increase from “average” 35,000 rubles to practically 50,000 rubles, But if you believe the words of medical workers, they did not feel much of a difference between their past and current incomes. Moreover, more than 5,000 people from different regions of the country took part in the social issue on this issue, and the bulk of the people surveyed said that their salaries today do not exceed 20,000 rubles.
Only the growth of “black gold” can positively change the current situation, because only these funds can be spent on salary increase for doctors in 2018 in Russia, latest news, True, the situation on this issue is still disappointing, because oil remains at a consistently low level. Considering the above situation, one cannot help but say that it will simply be impossible to increase the real income of doctors (at least in reality, although on paper growth is possible, because a similar practice has already taken place in past years).
With a 100% guarantee we can only say that it will remain mandatory indexation of doctors' salaries, which in 2018 will correspond to the level of real inflation. The indicator coefficient was determined by the government at 4.5% (preliminarily), which will allow doctors’ salaries to increase precisely by the percentage of inflation, and they will not feel the increase in the cost of food and services. There was no talk about additional indexing, which was practiced previously.
Will there be a reduction?
It was already discussed above that during the implementation of optimization measures, almost 90,000 medical workers had already lost their jobs, as a result of which the workload on those who remained increased significantly. Today we can say for sure that reduction of doctors in 2018 in Russia, not planned, but the situation may change. And, of course, you should not take into account the fact that anyone can lose their job if they perform their duties poorly, although this will not be a reduction, but a dismissal (and severance pay is paid extremely reluctantly today).
Will salaries be raised and how much will doctors and nurses receive? One of the most anticipated news of 2018. What are the departments' forecasts? What activities have already been carried out?

Funding to increase salaries in 2018
In accordance with the decrees of the President of the Russian Federation, the salary increase for doctors will occur in 2018. By this time, the average doctor’s salary will be 200% of the regional average.
There will also be an increase in salaries for nurses in 2018 - it will be 100% of the regional average.
The first mention of salary increases was in 2012, when Vladimir Putin signed the “May Decrees” with numerous instructions to the Government of the Russian Federation. The economic situation in the country was relatively stable, however, with falling oil prices, staying the course became more difficult than the authorities initially expected.
In this regard, the main question that worries the entire medical community now is whether there will be an increase in 2018 and what salaries should be expected now.
How and by how much should wages increase?
The salaries of doctors from the moment the “May decrees” were issued to the present day have increased significantly - this is evidenced by an analysis of the ratio of the salaries of doctors, paramedical and junior medical personnel.
According to the table below, the salary of doctors in 2018 will be at least 200% of the average salary in a specific region of the Russian Federation.
What they promised at the beginning of the year
In 2017, in response to questions about whether there would be an increase, as was originally planned according to the “May decrees,” Minister of Health V. Skvortsova explained that the increase would be by the end of the year, and the average salary of health workers would be as follows:
- junior medical staff - at least 30 thousand rubles per month;
- nursing staff - at least 33 thousand rubles per month;
- The doctor’s salary will be at least 66 thousand rubles per month.
Where to find funds to increase salaries
The increase in wages is of concern not only to the specialists themselves, but also to health authorities - departments are looking for additional funds to establish new wages for specialists.
Let’s consider what measures are being taken now to ensure that the increase in doctors’ salaries in 2018 is successful.
- stated that wages are planned to be increased by increasing the per capita standard in the compulsory medical insurance system.
Thus, subvention payments to regional budgets are planned to increase in 2018 compared to 2017 by 21.7%, which is about 1.87 trillion rubles. Thus, the per capita standard in the compulsory medical insurance system will increase by 21.5%.
This increase in subventions will make it possible to implement the May decrees of the President on time and the salary of a doctor in Russia in 2018 will be at least 200% of the average salary for the region.
- The Ministry of Labor confirms that work is proceeding along the previously planned path, and there will be an increase in wages for health workers - the corresponding funds have already been planned in the budget.
Work continues to implement the May decrees of the President, including increasing the salaries of certain categories of public sector employees, including doctors and paramedical personnel.
What is amount allocated by the Government to finance the public sector, and how it will be distributed will be described in the recommendations of the Health Care Economics System.
Funds for increasing salaries in healthcare are reserved in the budget until the planning period of 2018, so the new salary will be significantly increased.
The total costs for the healthcare sector have increased, and in general this increase compared to last year amounts to 438.3 billion rubles.
- At the same time, the increase seems problematic from the point of view of the Accounts Chamber of the Russian Federation.
From the department’s conclusion it follows that the increase in compulsory medical insurance subventions does not help medical institutions, and recently the salaries of doctors have shown a clear decline, despite the reporting of the Government of the Russian Federation.
Auditors believe that the increase is in jeopardy, since the share of labor costs in the compulsory medical insurance tariff has decreased. In 17 regions, auditors identified a decrease in real wages. These are the Arkhangelsk, Omsk and Yaroslavl regions.
It is also noted that in more than 30 regions of the Russian Federation the number of health workers is decreasing by almost 26 thousand people, and therefore the regions have provided an imaginary increase in the salaries of other health workers.
At the same time, the workload of doctors, who use part-time jobs to fill empty positions, has also increased.
- The increase will be successful, the Compulsory Medical Insurance Fund believes. The department's budget already contains the expenses necessary to achieve the planned indicators.
In this regard, the department considers the Accounts Chamber’s concerns to be unfounded and unfounded.
Auditors of the Accounts Chamber believe that when calculating salaries, a single coefficient was applied for all categories of health workers, however, they should be different.
So, experts recalculated and found out that wages will not be increased in full - the budget may not be enough by up to 43 billion rubles.
What are the dangers of this situation? In order to pay the promised salaries to specialists, funds will be withdrawn from other expenses, for example, expenses for the purchase of medicines and medical products will be reduced.
The FFOMS considers the budget to be balanced and well-developed, and that the missing funds will be covered by carryover balances. Subventions to the regions will be allocated in full.
How much will wages increase?
What the salary will be can be said with confidence very soon.
The departments' plans today look promising, as can be seen from the table below.
