The International Exhibition “Customs Service – 2017” opened in Moscow
Minister of Finance Russian Federation Anton Siluanov, Head of the Federal Customs Service of Russia Vladimir Bulavin and Secretary General of the World Customs Organization Kunio Mikuriya on October 25, 2017, on the Day of the Customs Officer of the Russian Federation, solemnly opened the XVIII International Exhibition “Customs Service - 2017”.
The largest customs forum in the Eurasian space is held at the Expocenter on Krasnaya Presnya under the motto “Customs: simplicity and convenience, efficiency and safety.”
The most important event in his business program was the signing at the stand of the Public Council at the Federal Customs Service of Russia of the Declaration of Support for the Charter of Bona fide Participants in Foreign Economic Activity. For identifying counterfeit goods with FIFA trademarks during the preparation for the 2018 FIFA World Cup, Russian customs officers were awarded awards from the International Football Federation.
The busy business program of the exhibition began with a plenary session “Customs for business and government” with the participation of representatives government agencies, Russian business circles, foreign guests, among whom are envoys of the customs administrations of the EAEU countries, China, Turkey, Slovakia, Estonia, South Africa and other countries. This holiday officially appeared on calendars in 1983, when the thirtieth anniversary of the World Customs Organization (WCO) was celebrated. The WCO unites the customs services of 180 countries, which account for 98% of world trade. In 2016, for the first time, a representative of Russia, Deputy Head of the Federal Customs Service of Russia Ruslan Davydov, became the Chairman of the WCO Council.
During the press conference, Ruslan Davydov spoke about events held within the framework of Russia's chairmanship in the Council of the World Customs Organization, about international customs cooperation and the work of representative offices of the Federal Customs Service of Russia in foreign countries ah, about the novelties of the EAEU Customs Code and issues of customs administration.
Ruslan Davydov informed journalists about the results of the 76th session of the WCO Political Commission held last December 2016 in Moscow, which was attended by delegations of customs administrations from more than 30 countries, representing all regions of the world. Speaking about international customs cooperation, Ruslan Davydov noted that significant efforts of the Russian customs service are aimed at strengthening interaction with the customs administrations of the CIS member states and non-CIS countries, cooperation within the framework of the Eurasian Economic Commission, the Eurasian Economic Union and BRICS. This work is legally formalized in 29 international legal acts with 13 countries, which representatives of the Russian Federal Customs Service signed in 2016.
The Joint Board of Customs Services (JCCS) of the member states of the Customs Union (including Russia, Kazakhstan and the Republic of Belarus) held 4 meetings of the JCCS in 2016, adopted 93 decisions regarding information interaction, uniform classification of goods in accordance with the unified Commodity Nomenclature of Foreign Economic Activity, systems risk management and post-control.
The interaction of customs services within the CIS was ensured within the framework of the Council of Heads of Customs Services. 2 meetings of the Council were held, 23 decisions were made. Among the most significant decisions of this body, one can note the approval of a new edition of the unified Commodity Nomenclature for Foreign Economic Activity of the CIS based on the 6th edition of the Harmonized System for Description and Coding of Goods.
Ruslan Davydov also spoke about the activities of the Committee of Heads of Law Enforcement Units of the Council of Heads of Customs Services of the CIS Member States.
This body is a working body of the Council of Heads of Customs Services of the CIS Member States, coordinating the activities of law enforcement units on the territory of the Commonwealth. The committee has been functioning since 2008. Since 2015, the Chairman of the Committee of Heads of Law Enforcement Units of the Council of Heads of Customs Services of the CIS Member States is Ruslan Davydov.
During the activities carried out in 2016 in the CIS, the activities of 15 transnational criminal drug gangs were suppressed.
More than 2 tons of narcotic drugs and psychotropic substances were seized from illicit trafficking, and more than a hundred criminals were brought to justice.
In 2016, under the auspices of the CGPP, 3 international special customs operations were carried out to identify and suppress customs offenses, as a result of which all participants made 1016 seizures of goods, of which about 100 kg of narcotic drugs, psychotropic substances and potent substances, 21 units of weapons or their parts, about 1000 cartridges, more than 70 thousand blocks of cigarettes, 100 thousand units of goods containing intellectual property, cash currency equivalent to about half a million US dollars. 39 criminal cases and 910 cases of administrative offenses were initiated.
In order to increase the efficiency of international law enforcement cooperation, the customs services of the RILO-Moscow participating countries have established 24-hour contact points for the exchange of proactive information through the CENcomm RILO-Moscow operational platform. An open channel has been created for obtaining information about offenses in the customs sphere from citizens of the CIS member states.
To develop canine activities, the Committee decided to hold in 2017 the VII All-Around Competition for the championship of canine structures of the customs services of the CIS member states with service dogs and the training of canine specialists at the International Advanced Training Courses at the Central Customs (Canine Center of the Federal Customs Service of Russia).
In addition, as part of the interaction of law enforcement units of the Federal Customs Service of Russia with the customs administrations of foreign countries, 36 international special customs operations using the “controlled delivery” method were organized and carried out, as a result of which more than 40 kg of narcotic drugs, psychotropic and potent substances were seized from illicit trafficking. Based on the information and documents received from foreign colleagues as part of the inquiry and reference work, 53 criminal cases and 54 cases of administrative offenses were initiated. 8 international special customs operations and projects were carried out aimed at combating customs offenses in the air transport channel, smuggling of drugs, strategically important and counterfeit goods, weapons, and tobacco products.
During the press conference, it was also noted that the Russian Customs Service is expanding its participation in the implementation of large multilateral projects, such as the Silk Road Economic Belt and the International North-South Transport Corridor. The Silk Road Economic Belt project is linked to Russia’s initiative to organize a trans-Eurasian corridor, within the framework of which the Russian Federal Customs Service signed an agreement in 2016 with the customs services of China and Mongolia on mutual recognition of the results of customs control of goods.
The Russian Federal Customs Service is deepening cooperation on a bilateral basis, both with European and Asian countries. A number of joint projects are being implemented with the PRC aimed at simplifying customs procedures: “Green Corridor”, mutual recognition of the results of customs control in relation to certain types of goods. In the future, it is planned to introduce an experiment to ensure the security of the supply chain during container transportation, as well as to exchange images of inspection and inspection systems.
