The prototypes of savings banks were financial institutions that provided the opportunity to take out a loan to develop their business. The first such institution opened in 1724 and belonged to a private individual. The first attempts to organize something similar with the participation of the state were made more than a hundred years later. The opening of savings banks by decree of the emperor was a real breakthrough in the Russian pre-revolutionary economy. After the revolution of 1917, the new government set the goal of eliminating monetary circulation. In connection with this, the work of all financial institutions was abolished.
