In the regions, USE participants must be informed about their results no later than 3 working days after Rosobrnadzor announces the minimum number of points (minimum threshold) for each subject. 6 calendar days are allotted for processing the results of the Unified State Exam in Russian language and mathematics after the test. Processing of Unified State Examination results in other general education subjects (physics, chemistry, biology, geography, literature, history, social studies, computer science and ICT, foreign language) Unified State Examination results must be completed within 4 calendar days after the relevant exam.
Thus, participants will be able to find out their results in compulsory subjects (Russian language, mathematics) at least 9 days after the exam, in elective subjects - after 7 days.
In regions with inaccessible and remote areas, the results of the Unified State Exam may be announced a little later. However, the period for announcing the results of the Unified State Exam in Russian language and mathematics should not exceed 12 days after the exam, in selective subjects - 9 days, and the results of the Unified State Exam in additional terms (in July) - 8 days.

Letter of the Ministry of Education and Science of the Russian Federation dated November 20, 2013 N DL-344/17 “On the validity of the results of the unified state exam” clarified that according to the new Law “On Education” (which entered into force on September 1, 2013), the Unified State Exam results for admission to Bachelor's and specialist's programs are valid for 4 years following the year of their receipt.
The previous law provided that the certificate of USE results expires on December 31 of the year following the year in which it was received.
In this regard, as of September 1, 2013, certificates issued after January 1, 2012 are applied. Their validity period after September 1, 2013 is 4 years following the year of receipt.
Consequently, admission to bachelor’s and specialist’s programs is permitted with Unified State Examination certificates issued in 2012 and 2013. and valid until the end of 2016 and 2017. respectively.
What documents are needed for admission to the university?
The procedure for admission to higher education educational programs - bachelor's degree programs, specialty programs, master's programs for the 2015/16 academic year, approved by Order of the Ministry of Education and Science of Russia dated July 28, 2014 No. 839 (hereinafter referred to as the Procedure), establishes an exhaustive list of information indicated in the application on admission, a list of documents submitted by applicants, as well as a list of requirements for these documents.
According to the Procedure, the applicant provides the admissions committee with:
statement;
original or photocopy of an identity document, citizenship;
original (required when applying to target places) or a photocopy of a state-issued education document;
4 photographs (if you plan to enroll in areas of training in which additional entrance tests of a creative and (or) professional orientation are held, additional entrance tests of a specialized orientation or entrance tests conducted by the university independently);
documents confirming benefits (if any).
Letter of the Ministry of Education and Science of Russia dated June 22, 2015 No. AK-1687/05 “On the acceptance of documents from persons applying for bachelor’s degree programs, specialty programs, and master’s programs” specifically explains that:

all documents can be submitted in copies;
Certification of copies of documents is not required;
no additional documents or information may be requested.
Procedure for those applying based on the results of the Unified State Exam:
First, you need to carefully study the information about the number of passing scores from last year and first assess your own chances of admission.
Submit copies of documents to 5 universities for 3 budget-funded specialties in each. The original documents remain in hand or are submitted to a priority university, or to one where there is a high probability of admission. The next day (to be on the safe side), look for yourself in the competition lists that are posted on the websites of universities.
It is better to clarify the total number of budget places in each university for each specialty of interest. It consists of the number of places allocated for the general competition + places for targeted students + places for preferential categories of applicants. Record the total number. Let, for example, it be = 100.
On July 27, universities reveal competitive lists, i.e. on this day you can already see your place in the ranking, the competitive scores of other applicants, the number of submitted originals, the number of Olympiad students entering without entrance tests. However, it is too early to draw any concrete conclusions from this. At this stage, competition lists provide only a general idea of the competitive environment.
On July 30, universities publish orders for the enrollment of target students, preferential categories of applicants, and Olympiad participants. Look at these orders and count how many people were admitted according to these documents. Let's say there are 30 people.
Determine how many budget places are actually left for the general competition. To do this, subtract 30 from 100, and thus it becomes clear that there are 70 budget places left for applicants based on the results of the Unified State Exam (conditional figures from our example are given).
See your place in the ranking. If this is a position from 1 to 70, with 99% confidence (1% for force majeure), we can say that if you submit the originals on time (before August 3, inclusive), you will be enrolled in wave 1.
In the period from July 30 to August 2, you carefully observe the movement within the competitive list for each university and specialty, from the point of view of determining the exact number of submitted originals. Lists on university websites must be updated every day.
On the evening of August 2, you finally decide where to take the original documents (if you didn’t take them earlier). At the same time, take into account the fact that in the first wave of everything (taking into account target recipients, beneficiaries, and Olympiad participants) up to 80% of all budget places can be filled (in our particular case, this is up to 80 places, and in the second only 20% ( in our case, this is 20 places).The criterion for making the final decision may be the place occupied in the ranking, the number of submitted originals, the number of free places remaining after the release of admission orders published on July 30.
It must be borne in mind that the number of applicants who will keep the originals at home until the last minute may turn out to be large, and therefore on August 3 there may be a crowd at the admissions office from among those who brought the originals. This naturally can radically change the entire competitive situation.
If you were admitted to wave 1, congratulations! If this does not work out, continue to closely monitor the competition lists. At the same time, you keep in mind that on August 3, orders will be issued for the enrollment of those applicants who were admitted in the 1st wave. But this does not mean that all budget places reserved for the 1st wave will be completely filled. It is possible that some seats will remain free, and, in this case, they will be transferred to wave 2, i.e., in our case, they will be added to 20.
Everything will become clear on this issue on the evening of August 3. You just need to look at the admission orders and count the number of accepted applicants. Next, perform basic arithmetic calculations and determine the exact number of budget places that will be played in the 2nd wave.
Then you can proceed according to the algorithm set out in paragraphs 8 - 9 with the only difference that the process of monitoring the competition lists is carried out from August 4 to 5, and the final decision on the originals (if they have not yet been submitted) is made on the evening of 5, because on August 6 The last day for accepting documents, and on the 7th, orders for the admission of those applicants who entered the 2nd wave will be published.

The other day, a new wave of the Unified State Exam started, and over the 8 years that the Unified State Exam has been mandatory, the controversy surrounding it has not subsided. In this material, we make an attempt to show the dynamics of the average Unified State Exam scores in the Russian language and mathematics in the regions, and also to explain what may be responsible for regional differences in exam results.
The data presented here is collected from open sources. The Unified State Exam results were obtained from regional websites of educational departments and centers for assessing the quality of education. Other indicators are collected on the websites of the Ministry of Education and Science of the Russian Federation, Rosstat, and the Federal Treasury.
Unified State Exam results: regional differences
If you look at the map, you can see that the regions of the Central Federal District show the highest average scores in both the Russian language and mathematics. In 2015, the leaders in the Russian language were the Orenburg and Samara regions, as well as the Perm Territory, and in specialized mathematics - the Republic of Kalmykia, the Perm Territory and Udmurtia. The lowest results, contrary to stereotypes, are observed not in the North Caucasus regions, but in the Far East.
Of particular interest is the dynamics of Unified State Examination results in the regions. It is incorrect to directly compare scores over the years - the exam has gone through many changes over the years. For example, in 2013, during massive leaks of answers, the scores of participants in the country as a whole were higher, but in 2014, after tightening security measures, they fell. With this in mind, we looked at the position of the regions relative to the average score in Russia and used standardized z-scores. In other words, we compared the dynamics of the regions relative to the national average. The results of the regions were compared in 2010 and 2014, since during this period the content and structure of the exam were the most stable.
In general, significant (more than one standard deviation) growth over these five years was demonstrated by 16 subjects in mathematics, and 11 subjects of the Russian Federation in the Russian language. Basically, these are the regions that showed below average results in 2010. A serious decrease in scores occurred in mathematics in 6, and in the Russian language in 3 regions - where in 2010 the scores were quite high. In subjects of the Russian Federation with average results, there were no significant changes in scores.
Factors of regional differences in Unified State Examination results
2009-2014:
To understand what explains the Unified State Examination results in mathematics and the Russian language in 2009 - 2014, we analyzed their relationship with a number of regional characteristics. The focus was, firstly, on the role of resource provision for schools, and secondly, on the role of family resources.
School resources are largely determined by the amount of government funding. If we adjust the volume of per capita funding for schools for inflation and differences between regions in the cost of living, then the growth of this indicator from 2006 to 2013 was about 40 percent. At the same time, the maximum gap in per capita financing over the same period decreased slightly - from 6 to 5 times. The greatest increase in school funding occurred in 2012, when the “May Presidential Decrees” were adopted.
Changes in school funding are important for student outcomes. According to our estimates, regions with a higher level of per capita financing show higher average Unified State Exam scores in mathematics (with equal levels of economic development, population income and a number of other characteristics of the regions). In the Russian language, there was a significant connection between Unified State Exam results and per capita financing (taking into account other regional indicators) in 2009 - 2014. not detected. This can be partly explained by the fact that the social characteristics of families play a large role in Russian language results.
The main share of budget funding for schools comes from teachers' salaries. At the same time, the dynamics of their salaries relative to the average wage level in the region is important. Overall, this dynamic was positive. The most significant increase in relative salaries of teachers was observed in 2008 and 2012 - 2013, with a slight decrease in 2007 and 2010.
According to our estimates, the level of teachers’ salaries relative to the average salary in the region is positively related to regional Unified State Examination results in both the Russian language and mathematics. Pay determines which teachers will come to schools and with what attitude they will work. For example, data from the 2012 PISA survey of school principals shows that in regions with higher relative salaries, teachers are more motivated, enthusiastic, and driven to achieve.
In addition to the state, families invest in children's education. Families' resources are determined by their income. Our analysis shows that in regions with high levels of poverty (the proportion of people with incomes below the subsistence level), Unified State Exam results are lower. A high level of income inequality within a region also negatively affects average Unified State Examination scores (given equal levels of budget funding for schools and a number of other regional characteristics).
In other words, family resources are also important to improve the educational achievements of schoolchildren. At the same time, in the constituent entities of the Russian Federation with low incomes, on average, the resources of regional budgets, and therefore the funding of schools, are lower.
In general, at this stage, equalizing the level of budget funding for schools between regions is not enough to equalize children’s scores.
2015:
If we talk about the results of 2015, the gap between regions with the minimum and maximum average USE scores can be 28 points in Russian and 16 in mathematics. The socio-economic characteristics of the constituent entities of the Russian Federation (gross regional product, school funding per student, the share of the population with higher education, as well as the share of the urban population) explain the average Unified State Exam score in mathematics by 25 percent and the average Unified State Exam score in Russian by 34 percent. Children from less affluent areas are less likely to achieve high test scores than those living in more economically developed parts of the country. Moreover, in the Russian language this gap is somewhat larger than in mathematics.
To almost the same extent (28 percent in mathematics and 30 percent in Russian), average regional scores are explained by the characteristics of schools and teachers. It is important to consider how many children in the region go to college after 9th grade, and how many remain in high school and take the Unified State Exam. As our analysis shows, in schools where less than half of ninth-graders remain in high school, the results are also higher than in schools where the selection (or self-selection) of children is less strict.
Teacher characteristics also matter. In all regions, teachers with completed higher education predominate, however, where such teachers make up more than 80 percent, students’ Unified State Examination results are higher. But the connection between the results and the category of teacher turned out to be not so clear - the highest results are among graduates in regions where the share of teachers with the highest category varies from 22 to 30 percent.
Thus, our analysis shows how students from different regions do not have equal chances of achieving high Unified State Exam scores. By the way, the average results of Moscow schoolchildren on the Unified State Exam are 13 points in specialized mathematics and 5 points in the Russian language higher than those of schoolchildren from the Republic of Buryatia.
In general, the economic and educational characteristics of the regions determine USE scores by 64 percent in the Russian language and by 53 percent in mathematics. At the same time, these factors are outside the sphere of influence of teachers and schools themselves, so it is incorrect to evaluate them based on this result.
conclusions
As our analysis shows, in Russia there are quite large regional differences in the educational results of schoolchildren. These differences can determine the future fate of children, including influencing admission to universities.
This difference is largely due to the extent to which schoolchildren are provided with educational resources. There are inequalities of resources both at the family level and at the level of government funding for schools. Often one accompanies the other.
Our analysis does not take into account variations in unified exam scores within regions, although this task seems extremely useful in developing educational policy measures. For such an analysis, researchers need access to anonymized Unified State Examination data. In developed countries, the results of such tests are used for analysis and development of management decisions, and it is important to use this experience in Russia.
The Unified State Exam as an objective tool for assessing school graduates has shown that there is a problem with inequality in education. The responsibility for solving this problem cannot be placed entirely on the exam itself or on the teachers. Equalizing educational opportunities is a public policy task.
Not long ago, Rosobrnadzor announced the results of the Unified State Exam for 2017. The results of the Unified State Exam in each calendar period indicate stable work, an objective assessment of knowledge and the effectiveness of implementing the system into work. 51.8% of schoolchildren believe that the rating obtained is sufficient for admission, while 48.2% recognize the need to introduce specialized tests at the chosen university.
What is important is that 52.5% of respondents believe that the new admission procedure makes it possible to equalize the chances of applicants, the remaining 47.5% assure that the content and motives are important, and not the form of the examination tests.

It provides exact figures: how many 100-salary and high-scoring students there are. It is also proudly stated that “the number of participants in the first Unified State Exam 2017 who did not overcome the minimum thresholds has decreased compared to last year.” The picture is more than optimistic.
But at this time, a scandal erupts regarding the petition of 2017 graduates. In it, schoolchildren complain to Russian President Vladimir Putin about very difficult assignments and demand to reduce the minimum number of points required for admission to universities. “We demand a revision of the criteria for transferring primary scores to the secondary Unified State Exam in mathematics (profile) due to the unimaginably high level of complexity of Part C tasks and the inconsistency of most Part B tasks with the standard tasks provided by FIPI in online resources and methodological materials for preparing for the Unified State Exam. Students should have the opportunity to enter a university on the basis of school education, which level of tasks in the mathematics exam was not provided,” the petition says. To date, it has been signed by over 70 thousand graduates from all over the country, including Voronezh residents.
In response, the head of the Federal Commission for the Development of the Unified State Examination in Mathematics, Ivan Yashchenko, states that all Unified State Examination tasks correspond to the school curriculum, and that the first part, which can bring over 60 points if solved correctly, is publicly available on the Internet.
On June 14, information appears on the Rosobrnadzor website under the heading “Graduates of 2017 did a better job on the Unified State Examination in specialized mathematics than their predecessors the year before.”
“Preliminary exam results indicate that participants performed the tasks better this year,” it says. And further: “The average score of the participants increased by almost one point compared to last year and amounted to 47.1 points. The number of participants who failed to meet the minimum threshold of 27 points decreased by one percent.”
Then the words of the head of this department, Sergei Kravtsov, are quoted: “The level of complexity of the Unified State Exam in mathematics at the profile level did not change in 2017. Preliminary exam results indicate that participants performed the tasks better this year. It can also be noted that graduates made a more conscious choice of the Unified State Exam level in mathematics: fewer participants signed up for both exams at once; the specialized Unified State Exam was chosen mainly by graduates who need mathematics to enter a university.
And the Department of Education, Science and Youth Policy of the Voronezh Region assured: “The information that schoolchildren, after passing the Unified State Exam in mathematics, complained about the excessive complexity of the KIM tasks and their inconsistency with the test tasks for which they were preparing to pass the exams, was not reported to the educational department , the Unified State Examination “hotline” of the Voronezh region was not received.”
On Friday, June 16, exactly two weeks after the exam was written, official data did not appear either on the website of Rosobrnadzor or on the website of the regional educational department. Of course, “Commune” could not ignore the current situation of silence around the Unified State Examination in specialized mathematics and contacted the press service of the regional department. Soon I received the following data: “In total, 7,425 people came to the exam reception centers in the Voronezh region. Only one student scored 100 points. Over 85 points – 55 people.” All.
And this is where the graduates, their parents, and relatives of current tenth-graders became seriously alarmed. No wonder people say: “The absence of information is also information.” For thought. It turns out it’s not in vain that 70 thousand Russian eleventh-graders in 2017 signed a petition to the President asking him to review the exam results?
Even with such meager data, it is possible to conduct a comparative analysis of the results of this and last years. Which is what was done.
Thus, in 2016, according to data published on the website of the Department of Education, four people out of 8,173 who took this exam scored 100 points in specialized mathematics in the Voronezh region. 2.52 percent of 2016 graduates were able to score over 81 points. 58.42 percent scored from 27 to 60 points, 19.17 percent scored from 61 to 70, and 9.65 percent scored from 71 to 80. 836 exam participants did not pass the minimum threshold. The following is the average score - 48.26 for the Voronezh region versus 46.30 for Russia as a whole. In terms of results in basic mathematics, the Voronezh region looked somewhat worse in 2016. The average score in our region then was 3.86 points against 4.14 all-Russian. But here, as they say, the main thing is to get a certificate.
So: one hundred-point scorer now versus four last year. Last year, 205 people scored more than 80 points. In this year, 55 graduates passed the “85” mark. All these indicators were published last summer as they were received on the home page of the regional department. As this was done repeatedly in other subjects in the same 2016 and in all previous years. Of course, similar information was published on the Rosobrnadzor website.
As we see, no one made a secret of the Unified State Exam results. So why is everything hidden now? Are officials from Rosobrnadzor really so shocked by the final Unified State Exam data in specialized mathematics that they decided not to make them public?
