Form 4-reserves (urgent) is submitted to the territorial body of Rosstat by all legal entities, including small enterprises (except micro-enterprises) and medium-sized enterprises that are consumers of fuel, as well as those that sell fuel to the population and social facilities, i.e. heat supply organizations. The statistical report must be submitted on the 2nd day after the reporting month.
A legal entity fills out this form and submits it to the territorial body of Rosstat at its location.
If available legal entity separate divisions, this form is filled out both for each separate division and for a legal entity without these separate divisions.
Form 4-reserves (urgent) was approved by Rosstat Order No. 199 dated August 20, 2008.
The completed forms are submitted by the legal entity to the territorial bodies of Rosstat at the location of the corresponding separate division (for a separate division) and at the location of the legal entity (without separate divisions). In the event that a legal entity (its separate division) does not carry out activities at its location, the form is provided at the place where it actually carries out activities.
The head of a legal entity appoints officials authorized to provide statistical information on behalf of the legal entity (including in separate divisions).
Subsidiaries and dependent business companies provide federal statistical observation form N 4-reserves on a general basis in accordance with the procedure given in paragraphs 2 and 3 of the Instructions. The main business company or partnership that has subsidiaries or dependent companies does not include information on subsidiaries and dependent companies in the federal statistical observation form.
The address part indicates the full name of the reporting organization in accordance with the constituent documents registered in the prescribed manner, and then in brackets - the short name. The form containing information on a separate division of a legal entity indicates the name of the separate division and the legal entity to which it belongs.
In the line "Postal address" the name of the subject of the Russian Federation, the legal address with the postal code are indicated; if the actual address does not coincide with the legal one, then the actual postal address is also indicated. For separate units that do not have legal address, indicate the postal address with postal code.
A legal entity enters the code of the All-Russian Classifier of Enterprises and Organizations (OKPO) in the code part of the form on the basis of the Notification of assignment of the OKPO code sent (issued) to organizations by the territorial bodies of Rosstat.
For territorially separate divisions of a legal entity, an identification number is indicated, which is established by the territorial body of Rosstat at the location of the territorially separate division.
The data as of the 1st day of the corresponding month of the previous year, given in the federal statistical observation form N 4-inventories on the 1st day of the reporting month, must coincide with the data of the form provided on the 1st day of the corresponding month of the previous year, except in cases of reorganization of a legal entity or clarification of data for the previous year. All cases of discrepancies in data for the same periods, but given in different forms, must be explained in the legend to the form.
If in the reporting year there was a reorganization or change in the structure of a legal entity, then in the federal statistical observation form the data on the 1st day of the reporting month, as well as on the corresponding date of the previous year, are given based on new structure legal entity.
Information in form N 4 - reserves are provided based on data accounting or based on warehouse accounting data verified by accounting.

Columns 4 and 5 show the actual reserves of coal and fuel oil as of 0 o'clock on the first day of each month of the reporting and previous year, respectively, intended for use as fuel in all types of production and operational activities, for municipal needs, for sale to workers and to employees of the reporting organization, the public and other organizations; located in all warehouses of enterprises, including subsidiary enterprises and production facilities, as well as fuel remaining unused at the end of the month in bunkers, containers, measuring tanks, storerooms, at construction sites, at boilers, production units, etc.
Fuel accepted for responsible storage (state reserve and mobile reserve), fuel on vehicles located on the date of the report on flights, as well as in wagons or tanks that arrived at the final railway station, documents for which have been received and the invoice has been paid by the enterprise, but the fuel has not yet been recorded by the accounting department.
Organizations that are fuel consumers and are also fuel producers, as well as intermediary and sales organizations, report only consumer reserves, i.e. intended for own technological, energy and utility household needs this organization. Remaining fuel that is subject to subsequent sale is not reflected in the report.
Column 6 shows the actual consumption for the past month of the reporting year of coal (fuel oil) used as fuel in production, operational, construction, agricultural activities, for transport needs and other types of activities.
How to fill out the form:
Line 01 reflects the total balances of coal and coal briquettes available in the organization, including the total amount of coal intended for coking and located in all warehouses of the reporting enterprise, in silos, bunkers of coke plants and in coke production shops.
Lines 02 and 06 provide (including from lines 01 and 05, respectively) data on fuel reserves located in boiler houses of reporting enterprises that have residential buildings and utility and heat power facilities on their balance sheet, and in boiler houses run by municipalities , with a capacity of up to 100 Gcal/hour.
If the boiler room heats both industrial and residential premises, the report includes the total fuel reserves available in this boiler room. Fuel reserves for boiler houses heating only industrial premises, on lines 02, 03, 06 and 07 are not taken into account.
A boiler room is a complex of technologically connected thermal power plants located in separate industrial buildings, built-in (attached or built-on) premises with boilers, water heaters (including installations unconventional way obtaining thermal energy) and boiler and auxiliary equipment designed to generate heat ("Rules technical operation thermal power plants in the Russian Federation (PTE TE)" approved by Order of the Ministry of Energy of Russia dated March 24, 2003 N 115, registered with the Ministry of Justice of Russia on April 2, 2003, registration N 4358).
On lines 03 and 07, from the total volumes of fuel reserves in boiler houses (lines 02 and 06), data on heating boiler houses operated by municipalities with a capacity of up to 100 Gcal/hour is allocated.
Organizations engaged in the production of electricity, steam and hot water(i.e. power plants), information on lines 02, 03, 06 and 07 is not filled in.
Line 04 (including line 01) provides data on coal reserves intended for sale to the population and social facilities.
Line 05 shows fuel oil reserves intended for use as fuel

3. Temporarily non-operating organizations that sold fuel to the population and social facilities during the reporting period provide information in Form N 4-reserves (urgent) on a general basis, indicating how long they have not been operating.
4. Bankrupt organizations where bankruptcy proceedings have been introduced are not exempt from providing information in the specified form. Only after the arbitration court has issued a ruling on completion of bankruptcy proceedings and entry into a single State Register legal entities record of its liquidation (clause 3 of Article 149 of the Federal Law of October 26, 2002 N 127-FZ “On Insolvency (Bankruptcy)”), the debtor organization is considered liquidated and is exempt from providing information in the specified form.

22. A report in form N 4-SN (inventories) is drawn up monthly, regardless of organizational - legal form and forms of ownership, business entities that are consumers of fuel and petroleum products, as well as fuel supply organizations that sell fuel to the population and social facilities, and submit it on the 1st day of each month as of 0 o’clock (enterprises and organizations included in the agro-industrial complex - 3rd) by telephone, telegraph or mail to the following addresses:
1) to the statistical body at its location at the direction of the statistical body of the republic within Russia, territory, region (enterprises and organizations included in the agro-industrial complex - to the statistical body of the region);
2) the body that carries out state regulation in the relevant sector of the economy.
23. A report in Form N 4-SN (inventories) is drawn up on the basis of accounting data or on the basis of warehouse accounting data verified by the accounting department.
All data in the report is given in tons and in whole numbers.
It should be noted that the data in Column 1 of Form N 4-SN (reserves) on reserves of coal and heating oil as of April 1 (July 1, October 1) must correspond to the data in Column 10 of Form N 4-SN for the I quarter (I half of the year, 9 months) respectively.
24. Fuel that is in responsible storage (state reserve and mobile reserve), on vehicles that are on the road as of the date of the report, as well as fuel that arrived at the final railway station and is in wagons or tanks, for which documents and an invoice have been received, are not included in the reserves. paid for by the enterprise, but the fuel has not yet been recorded by the accounting department.
Enterprises that consume fuel and are also producers of fuel, as well as intermediary and sales organizations, report only consumer reserves, i.e. intended for the own technological, energy and communal needs of this intermediary, sales organization. Fuel inventory that is subject to sale, but for any reason was not sold at the beginning of the month, is not reflected in the report.
25. Column 3 shows the actual consumption of coal (fuel oil) for the past month of the reporting year, used as fuel in production, operational, construction, agricultural activities, for transport needs and other types of activities.
26. Line 1160 “Coal and coal processing products” shows the total balances of coal and coal briquettes from all basins and deposits available at the enterprise.
On line 1161 “including for coking”, metallurgical enterprises show the total amount of Donetsk, Kuznetsk, Karaganda, Lvov-Volyn, Vorkuta, Kizelovskoe, Neryungri, Georgian and Silesian coal intended for coking and located in all warehouses of the reporting enterprise, in silos , bunkers of coke plants and in coke production shops.
Line 1050 “Furnishing oil” shows reserves of low-sulfur, medium-sulfur and high-sulfur fuel oil obtained from oil and fuel oil obtained from shale.

Lines 02 and 06 provide (including from lines 01 and 05, respectively) data on fuel reserves located in boiler houses of reporting enterprises that have residential buildings and utility and heat power facilities on their balance sheet, and in boiler houses run by municipalities , with a capacity of up to 100 Gcal/hour.
If the boiler room heats both industrial and residential premises, the report includes the total fuel reserves available in this boiler room. Fuel reserves for boiler houses that heat only industrial premises are not taken into account in lines 02, 03, 06 and 07.
A boiler room is a complex of technologically connected thermal power plants located in separate industrial buildings, built-in (attached or built-on) premises with boilers, water heaters (including installations of an unconventional method of producing thermal energy) and boiler auxiliary equipment designed to generate heat ( "Rules for the technical operation of thermal power plants in the Russian Federation (RTE TE)" approved by Order of the Ministry of Energy of Russia dated March 24, 2003 N 115, registered with the Ministry of Justice of Russia on April 2, 2003, registration N 4358).
On lines 03 and 07, from the total volumes of fuel reserves in boiler houses (lines 02 and 06), data on heating boiler houses operated by municipalities with a capacity of up to 100 Gcal/hour is allocated.
Organizations engaged in the production of electricity, steam and hot water (i.e. power plants) do not fill out information on lines 02, 03, 06 and 07.
Line 04 (including line 01) provides data on coal reserves intended for sale to the population and social facilities.
Line 05 shows fuel oil reserves intended for use as fuel (see explanations for columns 4 and 5).
